What is PICAN? Established in 2015, People Improving Communities and Neighborhoods (PICAN) is an affiliate organization of People Incorporated.  PICAN is a community housing development organization with the goal of helping extend the Agency’s work in the area of housing.

PICAN works to acquire, rehabilitate, and/or construct rental and home-buyer properties in the communities of Fall River and Taunton and makes them available to low and moderate-income individuals through an application process.
